HOUSING

  • The scheme seeks to provide up to 170 energy-efficient new homes.

  • It will include 50% affordable properties, prioritising local people on Brentwood Council’s housing waiting list, providing an opportunity for people to remain in the area they know.

  • As such, the emerging proposal will support Brentwood Council to achieve its housing targets and secure the delivery of much-needed affordable housing.

  • The emerging housing mix will include one- to five-bedroom traditionally designed houses, with a focus on three- and four- bedroom properties. It will include low-rise apartments.

  • The proposed housing mix includes:

    • 19 2-bed homes

    • 31 3-bed homes

    • 32 4-bed homes

    • 24 5-bed homes

    • 32 1-bed apartments

    • 32 2-bed apartments

COMMUNITY BUILDING AND HUTTON COUNTRY PARK

  • Higgins Homes is providing land for a community building. As part of this consultation, we are keen to hear your thoughts on what facility is needed in this location. Options could be a café or community centre.

  • The scheme has been carefully designed to enhance the setting of Hutton Country Park and to create new forms of pedestrian and cycle access to the park via Goodwood Avenue

ACCESS AND HIGHWAYS

  • The vehicular access to the development will be from Goodwood Avenue, with pedestrian and cycle access to the Country Park and surrounding network.

  • We have surveyed traffic on Goodwood Avenue, which suggests that there would be an additional 82 vehicles departing in the morning peak hour and 56 arriving in the evening peak hour.

  • A Construction Management Plan will be implemented to ensure that the construction process has the least possible impact on local residents, and in particular those on Goodwood Avenue.

  • The team is working closely with Essex Highways to ensure the surrounding road network can accommodate any additional traffic, and, where necessary, to put in place mitigation measures to upgrade the local road network.

  • Parking provision will be in line with Essex County Council 2024 Parking Standards, with a mix of on-plot and on-street spaces along with visitor parking to support a balanced streetscape

LANDSCAPING

  • The scheme will include on-site ecological enhancements and seek to deliver a significant level of biodiversity net gain in accordance with policy (at least 10%).

  • Large green corridors and buffer zones are used to enhance this existing Grey Belt site.

  • Public open space is distributed throughout the site, ensuring that each area is closely connected to the surrounding landscape. Landscaped play areas support play on the way throughout the site.

  • Retain and improve the existing vegetation, enhancing wildlife corridors connecting to areas beyond the development. New native tree, shrub, wildflower and meadow grass planting throughout to support biodiversity and pollinators.

DRAINAGE

  • The design of the emerging proposal is underpinned by a drainage strategy that includes swales, rain gardens and attenuation basins to control surface water runoff across the site.

  • The drainage strategy is engineered to cope with a one-in￾one-hundred-year storm event plus climate change.

CHARACTER, LAYOUT AND DESIGN

  • The housing designs are informed by Hutton’s existing local character with the use of traditional materials.

  • The layout of the scheme is landscape-led, maximising the site’s natural setting and links to Hutton Country Park.
